PurposeThe Pocono Civic Association (PCA) was created by the developers of the Pocono Subdivision "to exercise, promote and protect the privileges, and interests of the residents of Pocono Subdivision, Chesterfield County, Virginia; to foster interest in the civic affairs of the community; to encourage civic activity; to develop good citizenship; to inquire into, and seek reformation of civic abuses; to provide, establish, equip, maintain and operate recreational, park, playground and other facilities for the residents of Pocono Subdivision, Chesterfield County, Virginia; to encourage and stimulate interest in the establishment of such facilities; to provide an organized forum for discussion of matter of community interest, and to do all things which may be necessary or convenient for the accomplishment of the foregoing purposes." (PCA Bylaws, Article I)
MembershipGeneral Membership: All property owners in Pocono Subdivision are required to maintain their General Membership in the PCA in good standing. General Membership by property owners is compulsory as mandated when the subdivision was established. Non-owner residents of Pocono Subdivision are invited and encouraged to become General Members as well. All General Members of the PCA in good standing have voting rights. Voting rights are suspended when a member is not in good standing. Associate Membership: Associate Memberships are available for those wishing to join and use the recreational facilities in the Pocono Subdivision (pool and tennis courts) but who do not reside or own property inside the Pocono Subdivision. Associate Members do not have voting rights in the PCA. GovernanceBoard of Directors: The PCA is governed by a Board of Directors elected to two-year terms by the members of the PCA at the Annual Meeting. The Board of Directors elects a President, Vice President, Secretary and Treasurer each year for a one year term. Standing Committees: The President appoints the chairpersons of the Standing Committees of the PCA: Building Committee, Bylaws Committee, Education Committee, Maintenance Committee, Ways and Means Committee, Membership Committee, Programming Committee, Publicity Committee, and Social Committee. Each Committee Chairperson appoints the members of their Committee. In the 4th Quarter of each year, the President appoints chairs and members of the Nominating and Auditing Committees. |
