Bylaws Committee

The Bylaws Committee is a Standing Committee of the PCA whose chairperson is appointed by the President of the PCA.  The Committee shall, as requested by the Board of Directors, the President, the membership, or on its own initiative: study problems concerning the Association's Bylaws; interpret bylaw questions; draft possible amendments to the Bylaws; and, implement solutions to Bylaws-related problems. The Committee shall maintain an official text of the Bylaws incorporating all changes as adopted by the Board of Directors and shall verify as correct all published texts of the Bylaws.

Power to Amend Bylaws: The Board of Directors has the "power to alter, amend or appeal [the] Bylaws or adopt new Bylaws".  (PCA Bylaws, Preamble) The Bylaws may also be amended by popular referendum of the General Members supported by a petition of 15% of General Members filed at least 10 days prior to the Annual Meeting and passed by a 66% vote during the Annual Meeting. (PCA Bylaws, Article II, Section A, Paragraph 6C)

PCA Committees - Bylaws Committee

During the December, 2008 meeting of the Board of Directors, newly elected President, Eriks Goodwin, appointed Patricia Ayers as Chair of the Bylaws Committee and appointed himself to serve on the Committee as well.  The Committee was then charged with the responsibility of proposing updates to the PCA bylaws in order to modernize the provisions and to better clarify the recreational center management and governance.  The Committee is to report on its progress at the January, 2009 Board of Directors meeting.
